Lieutenant, Toby McSwain joined the Beaufort County Sheriff’s Department in 1988, and earned his rank of Lieutenant in 1999. Lieutenant McSwain is responsible for all the Sheriff’s department staff in Southern Beaufort County - which includes 70 uniformed officers, 25 volunteers, and 3 full time civilians.

The Sheriff’s department also has a Marine and Boat Patrol unit, Beach / Bar Patrol unit, 9 investigators and a K-9 unit. In addition, the Beaufort County Sheriff’s Department has had the privilege of conducting some Federal Agency Training for individuals that go on to work for Federal Agencies.

The Beaufort County Sheriff’s Department has been very focused on shifting from a reactive to a proactive law enforcement agency.

In addition to his role with the department, Lieutenant McSwain is also on the Board of Directors of the American Association of Police Polygraphists - a 2,000 member organization that teaches members how to become proficient in administering polygraph tests.
